I had the same problem. I took mine to the Jeep dealership, they said it was a simple fix and and fixed it for free. temorary trick that works on jeep doors also is to push in on the hatch then pull up on the lever and lift open. it relieves some pressure on the latch mechanism so it ot perates. BODY SHOP guy can fix in 5 minutes, the cable that runs through the lock mechanism has slipped too far up, they will remove the rear panel that has carpet on it & see the lock & fix the cable, very simple!
On the inside dress panel left side you will see a small square removeable panel. Push on the top release button and remove panel. Reach through the insulation and there is a lever, push DOWN on it to UNLOCK hatch from outside open hatch

Me friend has a 1995 (same model as yours) jeep grand Cherokee with a 4in lift and it seems to be fine. I have a 1998 grand Cherokee and am thinking about putting some spacers in it.
