Several conditions can cause the brake warning light to stay on: 1) Your parking brake could be on or at least the position sensor could be sending a signal that the parking brake is on. 2) there could be a hydraulic pressure imbalance between the front and rear of the master cylinder when the brakes are aplied. 3) The ABS system (if installed) is sensing a faulty ABS condition.
Using a philipshead screwdriver, unscrew the bottom 2 screws. Then gently pull the lighting assembly out. Each bulb can be released by turning the connector, which can be tight. Then pull the bulb out of the connector and replace.

Your brake booster is malfunctioning
If equipped, it is above the liftgate glass.
Brake rotors or drums need to be machined or replaced. If it causes steering wheel shaking, check front brakes. If happens when applying parking brake look to rear brake problem.
There is a chime module but if it is disconnected may also affect the interior lights.
Sounds like the lights maybe shorted out. You'll have to trace the wires back to check for damage. Could be a long slow process, good luck.
