since theres more than one kind of whammy I'll put a few answers

ok a Floyd rose (floating tremolo that can pull up or down)

*make sure that all the locking nuts are tight, otherwise they will make the guitar go out of tune

*add more springs to the body, when I bend with two strings in standard since I do it so hard it would too

fender Guitars where it only goes down

it will naturally because of the fact theres no locking nuts on the top, its a normal thing. But some argue that if you get graphite nuts or of course install locking nuts like in Floyd roses you will have much better tuning stabillity (stay in tune longer)

Some bass tuners are bass/guitar tuners, and as such often have a high e tuning. Make sure you tuned to low e rather than high.
