Actually it should only pop the hood a little bit, the interior latch release is an anti theft device designed to keep people out of your engine compartment. The second latch release inside the grille is meant to completely open the hood, the double latch system also saves you from having the hood hit the windshield if the latch fails while driving, or you forget to latch it completely.
The hood is openned by a cable that links the handle in the car the hood latch. If the cable is broken or detached then the hood will not open. The cable has two parts, an outer covering and the actual cable that pulls on the hood latch when the inside handle is pulled, you need to check the inside handle to see if the cable is still attached to the handle, also you need to check the hood latch to see if that end is still attached to the hood latch. If either is disconnected the you will need to get appropriate hardware(nuts,bolts etc) to attach it back but if the cable is broken it has to be replaced complete. This you might or might not be able to do depending on you skill and proficiency with tools.
Try lubricating the latch with WD-40, and then working the mechanisim back and forth for a bit. Make sure that the latch is moving all the way to the 'open' position, as failure to open properly can cause the latch not to engage.

I have a '93 Jeep Cherokee. I had the same issue with my hood release handle breaking from the cable. I was able to release the hood without cutting holes or taking the front lights out. You have to simply unscrew the release handle from its mounts(3 screws on the inside of the jeep). Remember the handle was attached to a long sheath that is covering the actual cable. Most likely the actual cable is still attached to the hood release. Once the handle assembly is released, pull on the black sheath only, (NOT the actual metal cable) using a pair of pliers. It will take some force as you have to pull the entire sheath all the way out. What will be left is the metal cable. pull on the cable using the same pliers and there you have it....A HOOD THAT IS OPEN! AWESOME!

The latch is broken, not the cable. You can still get to the cable where it is attached to the latch in the foot-well of the car. Grab the cable with a small vice-grip (or similar) and pull. Note that it is very unlikely the cable will break -the latch typically breaks before the cable since the latch is made from plastic and the cable from steel wire.
Two ways- Stick a long screwdriver through the rear grill and push the latch where the cable is connected to release the lock or remove the grill and grab where the cable connects to the latch and move it to the right.
It depends on what is wrong with the cable. When you pull the hood release within the car, is the latch not popping? If you can get the hood up at all, then you should look at the actual latch system where the cable runs, there is a metal clip that holds the cable to the latch. Have another person pull the interior latch release and watch the cable.
If you mean the cable that goes to your latch and its snapped or something easiest way to do it is basicly grab a hold of the cable and pull on it and of latch would.
To repair a hood latch cable on a 2003 Hyundai Elantra, you have to take it to your local mechanic or dealership. The hood latch cable should only be reconnected with an experienced hand. While you can use wrenches and screwdrivers, the latch cable may come loose again.
open hood go to the center latch dislodge the plastic cable retainer remove cable loop from the latch remove the two bolts from cable retainer left of the steering cable will drop thread it through the firewall from outside in reverse procedure.
if the cable is still attached to the latch, then cut it to length where it sets right below your lower valence. just crouch in front of car, and pull cable. if cable is not attached to latching device, use a screw driver to remove the latch support beam(i think it has three bolts) and wiggle your hood up and down, slowly moving the screwdriver towards the latch. with some luck you can jimmy it open. or sawzall the hood off! If it is just the inside handle broken off you can pull the cable with a pair of pliers. If it is in the middle, you should be able to reach up from underneath and cut the cable and then pull the inside cable. If the latch end has pulled off, you may be able to trip the latch from underneath, or take the grill out and unbolt the latch.
According to a Toyota, they began installing the LATCH system in the 4Runner beginning with the 2003 model.
