A good rule of thumb for re-painting the interior of a new house is one year. This is not because the paint needs to set or cure, but because all new houses settle in that first year. This can and often does cause cracks to appear in the original drywall. In my area, there is a final inspection/walk through done with the home owner and the builder or his representative very near the end of this period, and cracks in the drywall/plaster as well as other problems that have appeared are addressed at that time.
Once the house has passed this point it is fine to choose your colours, finishes and decorative touches and paint/paper away.
I have found over the years this one year waiting period can be very beneficial as it gives the home owners time to get to know the house, and pin point such things as the "dark" room that will be better for a bright cheery colour, or if their life style really cries out for a dark dramatic colour in the dinning room.
It also means you aren't trying to repaint over new patches and repairs and trying to make them look seamless.

Also, it depends on how long you have had the paint on the walls. if you just painted you walls you might want to let the paint set before you put tape on it. Sure, you can paint your cottage walls white. White paint does a couple of beneficial things when applied to interior walls/ceilings - first, it makes a place look clean and second it opens up smaller spaces making them look and feel larger than the are. However, if the walls are of stained wood and/or covered with a clear coat of wood finish you'll need to apply a coat of interior primer/sealer to eliminate any problems with paint adhesion. But, if the place has been painted previously you might be able to apply your white paint directly over the existing paint. Years ago all the old Victorian homes and cottages were painted with oil based paint. If it hasn't been painted for a long time there is a good chance that's what you have. If you paint over an oil based paint with todays common water based paint...it will not adhere properly and will, in fact, begin to peel as soon as it dries. If you are able to determine that it is an oil paint then you'll need to do some important prep. work. Namely, using 100 grit sand paper go through and rough up any of the areas where glossy surfaces are in evidence.
