Some people try to count Puerto Rico and the US Virgin Islands or Guam as states even though these territories have either never been offered statehood or expressly declined such an offer.

Others count Puerto Rico and Washington DC because these locations have been part of the United States for over a century and mail/flights to them are considered domestic, even though neither is an actual state.
