It wouldn't be only the homeless they like to hurt.
Some people, thankfully in the minority, simply enjoy hurting other people or animals, or destroying or damaging anything at all.
Usually they choose situations where they think they can get away with their destructive behaviour. This means they'll naturally pick on weaker targets; those who can't easily protect or defend themselves. Frequently they excuse their behaviour by pretending the object of their destructive acts somehow 'deserves' it, but the real reasons go much deeper than these excuses.
Sometimes they'll hurt others simply in order to hurt someone close to them who they can't, or don't want to, hurt. You might have a friend who doesn't want to hurt you personally, or doesn't see you as an easy target, but because you are a kind person, your 'friend' might pick on someone you feel sorry for, or a pet you like, or simply criticize something you admire, just to get at you. They can be incredibly manipulative, and can do great damage before those around them realize what they're doing.
There isn't much that can be done to help this kind of bully, because it is bullying. If you find yourself involved with such a person your best option is to go very fast in the opposite direction. Otherwise, the chances are that one way or another, you will be hurt, and perhaps also those you love.
Professional help can be successful with people who cause damage for pleasure, or out of some misguided need to hurt, but they must want to change. Don't try to change them yourself, and don't believe everything they say.
