I have a similar question. Mine will not start and I thought it was the battery. Advance agreed and I put in the new battery with no change in the symptom. It will not turn over even with jumper cables. I have no voltage at the input to the solenoid, but I'm not sure if it is the lock mechanism or the actual switch it contacts? There are several reasons why a jeep could suddenly stop running. Common reasons. These reasons can include a broken engine, bad starter or alternator, or dead battery.
If it can be shown that it was faulty work, I don't know that there is a time limit. Some things may take years to show up, but it is still faulty work by the contractor. I'm sure the time limit will vary state to state.

Sometimes if stering wheel is in a turned position it can interfere- try yanking the wheel a little one way or the other while gently trying to turn key If the key won't turn it's either the steering wheel lock mechanism or a faulty keyswitch. If it's the steering wheel lock, try moving the wheel as you try to turn the key. broken switch or try turning the steering wheel hard left and right while trying the ignition..it may be jammed
this problem can exist due to faulty carburetor or faulty ignition plug.

you probably have a faulty ignition coil, especialy if engine generaly denies to start from time to time...
If you battery has plenty of power, either faulty contacts in ignition switch or starter motor, or faulty starter motor.
Make sure that the key is not damaged. Try to move the steering wheel back and forth in case the key gets stuck.
