I think I get what you are asking. If we can prevent natural disasters. When it comes down to it we can't a lot of people seem to think we can do things to tame or alter nature but, nature is just nature. We can't prevent things such a wildfires and tornadoes and floods and hurricanes and all the other natural disasters. The best we can do is learn about all these disasters and try to save the most lives we can. We can't prevent it but, we can try to save ourselves from them.

Well they can try and predict them by investing in that kind of technology as they do in Japan and also try and train the people on what to do if there is an earthquake e.g. in Japan they have a day that is all about training the emergency services and school children and other people on how to tackle fires and things like that if they start after the earthquake.
