If the population grew by a million every 6 years on average in that time, I imagine that 1867 yielded a population of 30 million approximately.

The population in Britain in 1825 was around 20 million. In Enlgand the population was 11.4 million, in Ireland it was 6.8 million, in Scotland it was 1.6 million and in Wales it was 0.5 million. I hope that helps!
