What day is the flag half mast until noon?
It's half-staff, not half mast (I made the same mistake earlier today).
The United States Flag Code calls for the U. S. flag to be flown at half-staff only until noon only on Memorial Day. Every other day on which the flag is flown at half-staff, it is until sunset.
It's a flag that can stay outside no matter if it snows, rains, etc.

What is the meaning of flag off?
The terms Flag off and Flag on are frequently used by writers, sometimes with different meanings, though major dictionaries have not considered them fit enough for inclusion.
Fowler is silent on this. Merriam-Webster's Advanced dictionary does not explain these phrasal verbs. American Heritage dictionary has no entry for this.
To make it more complicated, there is a word Flagon referring to a container for liquids.
As a verb, Flag stands for giving signal. You flag a taxi to stop; you flag a waiter to take your orders; you flag a football player for giving a penalty.
We do come across 'Flag on' and 'Flag off' with the meaning 'signal for a start or beginning'.
Even though the word 'Off' often stands for a negative meaning, 'Flag off' is used to mean that somebody gave the orders to start something like a 'race'.
I think that the writers should use these two phrasal verbs sensibly; 'Flag on' should stand for 'signal a start or beginning' and 'Flag off' should stand for 'signal an end or conclusion. This is logical and is by and large followed by responsible writers. Any deviation from this should be treated as a mistake.

A pulley system with a rope and a winch can be used to easily raise a flag up a flagpole. The pulley reduces the amount of force needed to lift the flag, making the task easier.
What rules must be followed when a person raises and lowers the flag?
Here is a little info
there is something in the flag code about this.... it says to raise the flag briskly and lower it ceremoniously... for a regular sized pole of 20/25 ft it would take a minute to lower the flag down from the top.
in Disney world they have a flag on a pole (not sure how tall pole is ) and they do a flag lowering ceremony evey day and have a band play the star spangled banner and in that time they lower the flag and un hook it from the halyard and play your a grand old flag with they fold it up. (seen vids of this on youtube)
you are right.
if there more than one flag on separate poles the US flag is raised 1st and lowered last
i wonder where on earth these people got the raising and lowering speed mixed up??
it is raiseds quickly to get to the top of the pole and flying and lowered slowly to apparnelty show reluctance at wanting to take the flag down.
