In all honesty using a magic spell to calm someone down is not just unethical, it is much more work than is necessary.

Without all of this the spell is doomed to failure and if you fail to get the knowledge and permission you will be in direct violation of the threefold law.
Instead, it is much simpler to be a good friend to the upset person, speak calmingly and reassuringly to them, and if they are agreeable, maybe teach them some basic deep breathing and meditation exercises.

If you come across someone who is easily irritated, and anxious or simply psychotic in behavior, there has to be something wrong than what is obvious. For a long term solution, first of all you have to analyze/diagnose the situation.
There are magical healing techniques, like energy healing / pranic healing to heal things of this sort. You have to be well versed in the technique before using it for something like this.
Basically, you would have to scan the chakra system to find any anomalies and then balance all of them to make the two flows in balance.

In my experience, when a student is ready for a teacher, the teacher will appear.
Mostly this means that when you are ready to handle the work involved in learning wizardry, and when you are responsible enough to use the power you will learn in an appropriate manner, you will suddenly find the information you need to find your instructor.
Demanding someone teach you anything is not likely to have an instructor want to take the time (often years) the energy (teaching others is hard work) and the responsibility (if someone is teaching you they are held responsible for your misuses and mistakes).
