You are unlikely to find black powder carridges stocked in any stores in the US. They are a specialty cartridge. You might try a source such as The Old Western Scrounger unless these are .38 RIMFIRE. Many of the H&A guns were rimfires- and that is an obsolete cartridge no longer in production. PLEASE have your H&A checked by a pistolsmith before shooting ANYTHING in it-

Any cartridge could potentially go through body armour. There are several categories of body armour, each geared to a specific type of threat. The body armour which is meant to be worn under clothing without looking conspicuous is typically only capable of stopping pistol rounds fired through pistol length barrels, and can often be easily defeated by the same cartridges fired through rifle length barrels and rifle cartridges. Soft body armour has this limitation. The classes of hard body armour are rated to be able to stop up to a .30-06 or comparable cartridge.

Dedicated armour piercing rounds are designed and made from materials which will prevent their expansion after impact.

You may hurt more than the barrel. The .22 magnum is a larger diameter CASE and BULLET than the .22 LR (22 is a name, not a measurement). When a LR cartridge is fired in a Magnum chamber, there is a high chance the casing will split, possibly blowing bits of metal and hot gasses out of the chamber. There ARE revolvers made that will shoot both- but they use different cylinders. Do not try this- it is dangerous.

It depends on what you mean. Strictly speaking, a .223 cartridge has a .22 caliber bullet, but when people say .22, they are usually referring to .22 Short, Long Rifle, or Magnum cartridge, which is different than .223.

I have found that the best way is to store your ammo in a good weather resistant container or on shelving that is in a room that the temp.and the humidity can be controlled.You want the temp to be kept at 70 degrees or less and the humidity kept at 60% or less.Most ammo made today can expect a shelve life of 25-30 years or more if kept in the right conditions.

If the reloader has followed all the guidelines for reloading, the ammo should be fine. This is to say the brass is intact, the powder load is appropriate, the round is carefully and properly seated in the cartridge, &c.
