keep asking pelly about the environment in the town hall. if she says there are 2 many trees, chop down one, and go and ask her again. continue this excercise until she says your town is perfect. if, however, you chop a tree down, talk to her, and she says you need more trees, make sure no trees are touching. and also, make sure the trees are dotted all over your town, not just in one area. when she says there aren't enough trees (or we need more green etc.), plant a tree in an area where there aren't any trees, go forward a day, see if its grown and go and talk to her. again, repeat the excercise until its perfect. if, like above, she says there are suddenly too many trees, chop one down, and repeat the italic excercise above.
make your town perfect for 16 days in a row, and pelly will give you and all your other characters a golden watering can. with the golden watering can, you can water withered black roses and they will turn gold!

to get the golden axe, buy a red turnip off joan, bury it, grow it (water it every day for a week), dig it up and give it to wendell next time he comes to town. he will either give you a turban, or a country guitar. if he gives you a country guitar, give it to kk slider for his pic. but anyway, if he gives you the turban, give it to sahara, and she will give you a red vase, or a massage chair. give the red vase to redd to get the safe. give the safe to tom nook for his pic (the red vase, country guitar, massage chair and safe can all be reordered). if you get the massage chair, give it to tortimer at the next event, and he will give you a scallop shell. next time you see pascal, give him the scallop and you will either be able to say golden axe, silver axeor uh... what? say uh... what? for his pic, silver axe for a silver axe and golden axe for a golden axe. the golden axe never breaks.

Very simple. Think long and hard about this though, before you erase your entire town. (This is for AC:City Folk, I don't know about the other games.) Anyway, In the main menu before you start playing, when you see rover, click on one of the options that says Settings or something like that. It might be under "other things..." you'll find it. Somewhere in the menu, it should give you an option to demolish your town. Of course in other words, start a new game. Easy peasy. Click that, rover will seemed shocked, but continue on. :)
