As far as I know there aren't many if at all in the US (first thing that comes to mind is Anime Network), but there are several other conventional television networks that do broadcast anime along with other animated TV shows. As far as in Japan, there are several TV channels that have large chunks of time dedicated to anime (e.g. Tokyo MX).

Hatori isn't the horse of the zodiac. He's the dragon. Since dragons don't exist I guess the creator of Fruits Basket thought sea horses were the closest because they're sometimes called "water dragons", or "sea dragons"
