Babies get thirsty just like everyone else - just don't give him or her so much that it interferes with food or formula - a couple ounces at a time between breast feeding and formula is plenty from a cup or bottle depending on their age.

I breastfed all 3 of my children and never supplemented with H2O despite my mother's dismay. Moreover my OB and the kid's pediatrician confirmed it was best to encourage and offer BM than to fill the baby up with H2O. The mothers BM has an amazing balance of everything the baby needs.
Now if formula feeding, I would still keep H2O to a minimum, otherwise babe is getting full on water instead of the nutrients, electrolytes he/she could get from the formula and a healthy diet.
