Barney is a friendly, fictional character on a show that many young children like. While it would be difficult to characterize any particular action of his as being actually clearly and undeniably evil, his program is saccharine, insipid, and repetitive, and many of the songs on the show are abridged and bowdlerized to the point that it's hardly surprising that many parents hate the program.
Young children, who are after all the target market the program is aimed at, tend to like this sort of thing and want to watch it over and over and over . This combines with the above to reach a point where a significant fraction of adults (parents and older siblings) will at least strongly consider setting fire to their televisions whenever faced with the prospect of being forced to watch Barney again.
