1) They are prohibited in NY City (Brooklyn, Bronx, Queens, Manhattan, etc..) unless you have secured a license from the Police Commissioner.
2) In the rest of the State, they are prohibited by anyone under the age of 16 AND they are prohibited on school grounds UNLESS "permission has been granted by the educational facility for use on their property yada yada yada....."
I have found nothing that says anything regarding possession by an adult as long as its propellant in "spring loaded or CO2".....
BB guns have 3 different power plants. Spring, C02 and Pump.
1. Spring power: When the rifle or gun is cocked a spring is compressed inside a piston and released when the trigger is pulled. The piston pushes air ahead of it forcing the BB to fly out the barrel.
2. C02: C02 gas is contained in a cylinder. when the trigger is pulled a burst of C02 gas is released and forces the BB out the barre
3. Pump: When the rifle is pumped using the forearm, air is stored in a cylinder inside the rifle. when the trigger is pulled the air is released forcing the BB out the barrel.
There is one more power plant but it is used in High power air rifles and guns only and that's PCP. Air is introduced into the rifle with a scuba tank taking the pressure up to 3000 PSI and is used to power the rifle for several shots.

To load the BB gun you have to unscrew the very end of the barrel. pull it out you will see a spring inside a long tube. Pull it back and load the tube with BB's let the spring go back down and push the BB together Now carefully screw the tube back into place and cock the forearm back and forth. You are ready to fire.
