I presume that the bitter peppers you are referring to are green. Bell peppers change from green to yellow, through orange into red as they ripen. The red ones are far sweeter than the green ones and green ones, by definition, are unripe. As you know, they can be eaten when green and unripe but when they are too unripe, they are bitter and taste unpleasant.
The best way of ripening them is to leave them on the plant to ripen in the sun. This is fine if you grow them yourself. If you buy them, either pick yellow or red peppers if the recipe allows you to, or you can ripen the green ones a little once you have bought them by storing them a while longer before using them. They will not ripen enough to change color but they will be a little less bitter. Hope this helps.

It could be sun burned which happens if there isn't sufficient foilage to protect the peppers.

I have always gardened organically, my mom taught me how when I was a kid, and that was long before it became "trendy" to grow, shop, and buy organic products. But a great natural supplement for peppers is to put fresh cool ash, or matches in the soil around the root of plant this puts an increase of sulfur in the dirt, and it produces firmer, tougher walls/skins on the pepper which makes them more resistant to disease while growing, and taste better when eating.

I went out into my garden this morning and the tops of my bell peppers (including the peppers had been eaten clean off only leaving the stems. However, I caught my little culprit in action. I believe its some type of worm, as it resembles a caterpillar. They are green with white lines all over it and little black/brown spots that look like eyes along its body. It also has little suckers on each end and on the bottom to inch along the plants (at least that's what mine looked like). Luckily, i found him before he started on my last bell pepper. The reason you probably didn't see him was because they blend in great. Unless you're looking really closely, you probably won't find him. Besides that, you might be able to creep up on them. I'm not sure how to kill/ keep them away, so i just picked him off the plant and am going to squish him later this afternoon.
