It's similar to the way you get top rank on Google. Bing's local search algorithm seems to work on the same principles, however, the balance between the many factors is most probably different. Here are a few things to keep in mind when trying to rank well on Bing for local searches:
- optimize your website's title tags - this seems to be a very important factor with Bing; much more important than with Google;
- local search is for local businesses, so having a real physical address and a local phone number for the area which you are targeting would be an added value; having these on your website and marking them up with schema.org should help a lot;

- use a Facebook Page for the business - Bing uses Facebook and the things around it (likes, check-ins, activity on a page, etc) as ranking factors; similar to the way Google uses Google+;
- get reviews on some third-party websites that Bing uses as review providers - the most important ones are Citysearch and Judy's Book
Over time it may but right now google is still number one. the number one reason (in my opion) is that people are just used to google and wont give t a chance. If you mean by overake as be number one yes, because its better but the whole question is an opion.
Well, that all depends on what different people's opinions are because some may like how Bing narrows down the answers for their search and some may like Google more because it has such a variety of different websites and ideas that you could use. All in all, it really depends what kind of person you are and how precise you like your answers to be.

- Bing gives me more options to choose from when I search for a product, Google doesn't even bother.
- Bing's Related Search gives you more insight about your original search, its very friendly.
- Bing has a cool advanced search menu, don't even think of using the Google Advanced search
- Many a times, Bing is more intelligent than Google if not powerful.
- Bing saves me a lot of time and energy. Google is sluggish.

Bing is really good. I recommend everyone to use it as it really does find the best results. Google, although fast and easy to use, is nothing in comparision to Bing's amazing layout and features. Everyday another inpressive backgorund picture is set and it really is obvious that a lot of time and effort has gone into this wonderful search engine. So Bing & Decide as they say! haha

almost never. my friend's house isn't even built yet (he moved into it after someone had already been living there for quite a long time)
