In every region it is a local accent, people from La paz who are the ones that used to live in the high (more than 4000 meters above the sea level), developed a certain nasal pronunciation of the words and tend to replace the -s- sound for an -sh- sound and the -e- for a -i-. Cochabambineans and tarijens are more neutral almost not having notorious accent, but tarijens have a certain rhythm that resembles the Cordobeans from Argentina, in Santa cruz people tend to speak louder and they have a lot of modals, and unique words, they tend to replace the s for a j in words that ends with an s like -estas- turning it in -estaj-.They also use the suffixes -ango-, -ingo- to indicate that something is large or small for example -bichango-, -enaningo-.
Other differences are more socio-cultural, people in La paz are very shy (not all), and they may seem rude but they generally aren't, so they speak really low and only talk short phrases with strangers. People in Santa cruz are more outgoing and will talk you loud with an smile in their face every time. At last but not least are the Cochabambineans in the valleys, well they are like their city's weather "mild", not shy, not outgoing but surely very self-confident, they like to talk about more intellectual topics like literature, history, culture, etc. they are great hosts and use to have very warm hearts, and one of the things i noticed the most was that they are very proud of their own culture (a mix of qechua and incaic roots with spanish colonialism), unlike other parts of the country.
