Do bolos for scouts have to be scout related?
That is a bit complicated.
The Boy Scout Uniform Inspection Sheet states, "the troop/team may vote to wear a neckerchief, bolo tie or no neck wear."
The Scout Leader Uniform Inspection Sheet says, "neckwear is optional but must be worn according to specifications in the insignia guide."
The BSA website (scouting.org) states that male Cub Scout leaders can wear a olive or tan dress tie, a leader bolo tie, or special adult leader neckerchiefs.
Th BSA insignia guide lists official neckerchief slides and describes several options for Boy Scout neckerchiefs. It says that the entire troop must agree and wear the same thing.
So it looks like a strict interpretation of the rules would suggest that the scouts can agree to wear a bolo, nothing or a neckerchief but all should wear the same thing. The leaders do not have to wear neck wear but if they do it should be a tie, the adult leader neckerchief (for Cub Scouts) or the agreed upon Troop neckerchief (for Boy Scouts). Cub Scout leaders for certain, and presumably Boy Scout leaders, can wear official bolos.
In actual practice adult leaders commonly wear scouting related bolos of different sorts, many of which are sold at Jamborees and other events. It is not common for Scouts to wear them, although according to the inspection sheets they could, especially if they all agree to wear one.

At least at the Bartle reservation, we did some simple step-by-step craft work with some basic supplies we were given...I specifically remember using gorilla glue of some sort to glue two of the plastic claws together around the center wire piece that a lanyard fits through, all under supervision and step-by-step guidance from a Shaman or Keeper of the Sacred Bundle or tribal council member or someone. I'm sharing this because although non-tribesmen viewing the process was in practice seemingly discouraged and maybe have even been "behind" white rocks, it is not in principle a tribal secret, and we did the work out in the open at one of the lodges, outdoors, at Lone Star. The requirement is:
Camp a total of at least 20 days and 20 nights. Sleep each night under the sky or in a tent you have pitched. The 20 days and 20 nights must be at a designated Scouting activity or event. You may use a week of long-term camp toward this requirement.
Check with your counselor on their interpretation of "aweek", but it certainly implies one.
Read the language in the contract. If they provide for partial benefits they will be stated there. If it is not specifically stated then no, they will not do that. The payment for the loss of 4 fingers IS a partial settlement. Full payment is the amount you would get for total disability or death. I suspect the policy may be written in such a way that the loss of three more fingers in a separate accident could still result in no payment since neither incident resulted in a covered loss. Unless it's clearly spelled out there's different ways the contract could be interpreted. Does it mean it will cover up to 4 fingers? Does it mean that there must be a loss of 4 fingers minimum before they pay for it? Does it have to be specifically 4 fingers or else they won't even pay for 4 of them? Get a good lawyer and argue that the interpretation that it covers up to 4 fingers is the correct interpretation.
