Yes. It is spilling and a portion of the spill is being captured by the marine riser and cap system. BP has stated that this system is not capturing all the oil.
Can the oil spill contaminate the water table?
Yes.
Specific to the BP spill, I feel that it is a very remote possibility at this point. There was an article recently that oil was found "inland" in Florida, but to go any distance inland is very difficult as the fresh water streams and rivers all flow outwards to the Gulf and Atlantic ocean.
I don't know of any case where an offshore oil spill (tanker accident, offshore blow-outs) contaminate groundwater. There have been some oil spills as a result of war (Iran-Iraq war, Nigerian civil war, Angola, Gulf war) where some groundwater conamination could be possible.
Groundwater contamination does occur from oil and other hazardous chemicals seeping into the ground and ultimately contaminating the aquifer. There are numerous cases of leakage from leaking storage tanks, settling pits, pipelines and water injection wells (all related to the oil industry) causing groundwater contamination. Gasoline station storage tanks leakage can cause groundwater contamination.
Of course, within the US, any activity that results in contamination of drinking water sources, will be immediately shut down. Gas stations are under strict federal regulations as to the specifications of gasoline storage tanks.

How many gallons of oil have spilled into the gulf as of June 9?
The spilled volume numbers as of June 9, given here are subject to revision. The Joint Command has stated that the task force is busy updating their numbers.
What I can say without ambiguity, is that oil has been flowing into the Gulf for 11 days in April, 31 days in May and 9 days in June, or 51 days. Also, there are 42 gallons in a barrel.
So, total rate = 51 x average rate. Yet, the average rate has been changing as BP has been fighting this blow out. So, I don't have any official tally and as far as I can tell, there isn't one at present. The media seems to prefer to use the very largest number they can find, to justify the headline, up to X million gallons have been spilled.
Previously, there was a range given by the Task Force using one method, as 12,000 to 19,000 barrels per day, and a range of 12,000 to 25,000 barrels per day (bopd) using a second method. Now, the latest rate from the lower marine riser is around 16,000 barrels per day, so, the upper end of these ranges seems more likely.
So, if I assume 20,000 bopd are coming out, 51 x 20,000 or 1020 thousand barrels (MBBL) may have come out. However, there are some notable deductions, because the insert tool was capturing some of the oil and now the marine riser appears to have capture a lot of the oil. Finally, it was estimated that the cutting of the marine riser increase the rate by 20%. So, if I use a rate of 15,000 for 30 days, 10,000 for 15 days, and 4,000 for 6 days, might be a better guess, or (450 + 150 + 24) = 624 MBBL. A lot of this oil has been evaporated, burned or skimmed, so the surface oil may be considerably less than 624 MBBL. Some estimates have been that 40% may eventually evaporate, bringing the total to 374 MBBL or 15.7 million gallons.
So, final answer, subject to change, is 42 million gallons out of the well, but 16 million gallons taking into consideration evaporation and capture.
The jury is still out on this. We believe that BP executives made some very serious mistakes and willfully may have misled people. BP will ultimately be blamed, but many factors including our desire for more oil all come into play.
Demanding so much energy, refusing to allow drilling where it is safer, not exploring alternative energy options seriously, Governmental blunders and profit over safety all are factors.

The US Coast Guard has used several tactics to clean the oil spill in the Gulf of Mexico. One of them involves using containment buoys to trap the oil from spreading. Another way they have tried to clean it up is using ultra absorbent hair-like ropes that soak up the oil.

It can be burned using controlled burn booms. It can be picked up on beaches. Now for each of these ideas, see if you can find out more information. What does a skimmer look like?
Or perhaps you want to write a paragraph showing how this and other oil spills harm the environment. You can discuss the various types of marine life and the harm that oil spills can cause.
There are a lot of topics to write about. One topic can be the role of volunteers in the clean up.
Finally, there should be a clear opening and concluding statement. In your opening, remember you are investigating something that is in the news and important to many people. Try to think of why this is important. In your concluding statement, try to think of what you feel summarizes the information that has been presented. How you can help the oil spill?
The Spill onto the Washington Mall rally grew out of the collective action taken against BP as a result of the explosion. First, we started boycott pages on Facebook. Then we took to the streets, gas stations, and beaches. After many of the boycott managers got to know each other, we thought that more needed to be done. The rally grew out of those conversations.
We never ask who anyone votes for or what party anyone usually backs. We realize it's time for us to stop seeing each as enemies enemies, and that partisanism is a strategy to keep us divided.
