I'm from Staten Island. If we're talking about NYC, it's not overly windy except for in Manhattan. This is because the gridded street design and tall buildings create a tunnel-like effect that can make the wind very strong and noticeable. This only matters in the winter, when windchill is painful. At the same time, the wind is really not that extreme at all and I doubt many people would classify Manhattan or any other part of NYC as very windy.
