That depends on the contest. Most often there will be guidelines. Usually you have to sew the entire cosplay yourself. But you usually find a sign-up room or link (usually posted on the contest's website or the location it's held should have the answers) and just sign up! :)

You don't really need a rosary; I go without one because rosaries that aren't plastic or black or white are very hard to come by. A red rosary would be pretty hard to come by. I suggest checking local churches or religious stores. Again, I cosplay as Mello, at people /will/ recognize without the rosary as long as you have the telltale blonde hair, pants, vest, and chocolate bar.

Who could you cosplay as in an Anime Convention if you were African American and a girl?

Oh, hard and interasting questions. There aren't many animes with african-american girls, but I do know some characters that you could cosplay as. Here are some choices (In order of best, in my opinion.):

1) Shihouin Yoruichi- from bleach. (This character I would definatly recommend. I love her as a character, and if I were you, I'd pick her.)

2) Momo Adachi- from Peach girl. (this character isn't a natural african-american, but she does have a dark tan that you could cosplay as.)

3) Halibel- also from Bleach (Great choice, but minor things may be her blond hair and very 'showy' clothes.)

4) Lala Gonzalez- from School Rumble (She strong, and spanish :D.)

5) Noa- from Ultra Cute (not from a popular manga, and it isn't an anime, but its a good choice.)

Sorry, this is all I can think of, but I'd definatly pick (Shihouin) Yoruichi from Bleach!

Any ideas for a Bakugan Vexos Group Cosplay?

Well, it depends who you want to be, and yest its quite complicated... Say you wanted to be Hataria- It's either get a purple wig and be a "hair stylist" and make like Hataria's, or just spray your hair purple and curl the backs of you hair, leaving some strands of hair in the front. Then for the clothes.... get some white boots and leave them or decorate them, or find some boot coverings. (boots will have to be tall) Then just wear black leggings or black jeans. Then have a black tank top or short sleeve, and find a blue jacket(that you can cut up) Long sleeve, with a colar(if possible) then cut of the right arm sleeve and fine or make a long black glove. Find a purple belt. (im sure its ok if you dont have everything that Hataria has) Or look on Amazon.com. Be creative.

Mylene- Short blue wig(or you can try cutting it yourself)-or spray your hair blue. Blue eye contacts if you can find any. Grey tights. Try finding the armor tips on sites like Pinterest or just online. Clay might help for the armor- although i do know that they might use other stuff. (its sorta complicated) You can either make her earings or find some, if not, i dont think it really matter. and again, you can look online for most of this stuff.

Spectra- Try making the mask if you can, you can find some blank masks at Hooby Lobby and other arts and crafts shops. The hair is pretty complicated. If you find a wig, or find a way to style your hair that way, than that must be a miracle. You can get a red jacket and try adding fur to it, with the help of a friend, relative, or family.- and also for the other stuff. brown pants if you are able to find any. gold belt will do. some white gloves. That outfit is quite complicated...

Shadow- Black pants. White hair spray or wig. Red nail polish? A bakugan card for every outfit too! Red eye contacts. brown belt. A cut black shirt. Purple decorative jacket. Silver necklace. Lots of silver.

Threads kinda old, but if you're still looking for suggestions...

I used foam for my latest mask (the kind they use in walls, to keep the pink insulation from falling out a.k.a. smooth rigid white EPS foam) bought at my local hardware store, a started with a big sheet between 2-3 inches thick.

Cut out a rectangle slightly bigger than the size of my mask, then saw it roughly into shape with a sharp knife (DANGEROUS - use common sense!). **Note - this part can get messy, since the pieces of foam stick to anything, everything with a static charge. Better to do this step outside, or someplace with a workshop vacuum.

My mask was for visual purposes so didn't require any eye holes or facial modifications, but you could carefully dig out space for your face & cut eye-holes in the foam. I've heard Cheese-cloth is good for see-through coverage, though you may have to dye/permanent-marker it black.

After it's reached a good basic shape, it's time to pull out the sandpaper! Sand it down, starting with a lower grit (the higher the number the smaller the sand-particles, and the smoother your surface will end up) and work your way up to higher ones - I used 80, 100, 120, and 200 grit. I also used my hands for most of it, though a sandpaper-holder would've been nice. With time, effort, and patience, it will end up very smooth to the touch.

On to the painting phase - I used white gesso paint for the base, then added mixtures of black and white acrylic paint (cheapo, from the craft store) for the eyes, mouth, and cheek markings. This part was a bit nerve-wracking (my Crayola brushes didn't give me much precision) and I had to touch up spots over and over until I was satisfied, but it worked. If you want it easier, I'd try cutting out the shapes you want in paper, attaching that to masking/painters tape, then carefully cutting out the paper part, leaving an eye/mouth-shaped stencil you can lay over your mask and paint over, then remove after the paint has dried. Didn't try it myself, but I wish I had.

To prevent the foam from uncomfortably rubbing your face, hot-glue some dense foam (like the kind they use for furniture) onto the inside of the mask, about where your cheeks will be. Also, if you're strapping this to your head, I suggest hot-gluing a cardboard-rim around the inside, and attaching any stretchy-strings to that, since foam will crumble from stress concentrated on a small area.
