I'd recomend going to stores like "Punky Fish" and putting some gothic lolita pieces together to make an outift. If you're on a budget you could try thrift stores, or cheap stores like Primark.
For a wig you can basically find a medium length blond wig at any carnival store in the world! Make sure it's not bad quality first though, then select two bunches on the top the same size and tie 'em with an elastic (also make sure the wig is straight as I would not recomend straightening it as it will most likely melt the fibers in the wig).
Also keep in mind her character is quite bubbly, so acting really happy and speaking in third person really helps add to the image.
If you want you can order actual Death Notes from online sotres like Tokyo Toys, and carry around one of them. Or you can paint an old notebook black then write Death Note on the front in silver letters as close to the font as you can.
Remember to look on Google for reference pictures, as these are very important!

Hungary is a good choice for a character, as she is relatively simple with many different possibilities. Firstly, decide on a version of her character to cosplay. My sister does the version with the red skirt, but depending on what you have available, the green skirt or suit could be easier. As for her hair, if your own suits, a little curling can make it perfect with little cost. As for wigs, there are some quality and cheap brown wigs on Amazon. For Hungary, do not go much lighter than a very dirty blonde. Just about any sort of combat boots would work, but try to avoid heels, as they do not fit her character. Just about any dollar or craft store sells silk flowers which can be glued to a wig, or pinned to natural hair. Just about any simple green dress with a petticoat would work. If it is an off shade, stained, patterned, etc, the apron will easily cover it or at least distract from it. At this point, the cosplay is complete. If you want to go the extra step, you can add props or contact lenses, but they are not completely necessary. I hope this was helpful!

Well, if you really want help to convince your parents to cosplay is probably get friends that like cosplaying as well. I have a friend that loves it and goes to conventions and her mother and mine ended up being great friends, and she explained to my mother what exactly cosplaying is. So we really "raise" money for wigs and somewhat make our own outfits, or you can buy them from e-bay.
