A hyper-active dog is almost always a BORED dog! Dogs have a lot of energy, and if they are not given a way to channel that energy in a positive way, they WILL figure out a way to do it themselves - you just probably won't like it!
ADHD is not a recognized disorder among canines. If the dog is behaving in a way that suggests hyperactivity, it probably needs more exercise and a way to channel its energy. Consider taking an obedience or agility class.

Puppies are like babies. You wouldn't let a 2 year old child play in the park or even the backyard by themselves would you? Then I think you just answered your own question. Puppies can get into trouble and possibly ingest something they shouldn't, hurt themselves, or hurt by older dogs you may already have. A small puppy is better off left inside. Possibly in a kennel. If you are at work all day, this is safer for the pup than leaving it outside. Also leave the pup plenty of water. In a kennel they can learn to lick an animal bottle waterer for water. This will cut down on the mess of them spilling. Chew toys are a must to help prevent boredom. Boredom is one of the reasons dogs chew up things they shouldn't. The puppy may cry if kenneled or put away in a bathroom. Try this: Place the kennel in the dogs play area and let him go in and out at will for a couple of days. Then place the kennel where you plan on keeping it while you are gone or asleep. Walk the dog to the kennel, make him get in, sit, and close the door. Walk out of the room. Wait 2-3 minutes, open the door and greet your dog. "Good boy, good boy!!" "Sit" (This may be hard at first, so be patient.) After the dog sits, let him out and immediately take him outside to potty. If you are home on a weekend, this is the perfect time to begin this training. Never scold a dog and send him to his kennel, this will then become a place of punishment and shame for your dog. You can't expect him to want to go or stay there for any length of time after that. For the first day put your dog into the kennel 10 or more times during the day. The next day allow your dog to stay in longer, then the next day longer, do this and your dog will eventually know this as a habit.

Just like humans, an experienced hand nearby is a good idea.

It depends. If he just peed on the rabbit, no. You'll want to wash it (if it's a pet of course), because it will stink, and can cause irritation of the skin.
If the rabbit ingested it, maybe it will harm the rabbit. It depends on the quantity and all of that. I would definitely bring it to the vet if you're concerned because think if a human drank urine, you would vomit and it would have nasty consequences for your stomach. Be careful washing rabbits. Don't give your bunny a full bath. Baths can be stressful for rabbits, and when rabbits panic they can easily injure themselves. Other things about the bath can hurt your rabbit too:
- hot water or hot air from the blow dryer can cause a burn
- wet fur can lead to hypothermia
- water in the ears can lead to infection
- and soap/shampoo can cause a chemical burn or irritate the skin (even some baby shampoos or pet soaps are too harsh for sensitive rabbit skin)
If the rabbit's fur is wet with urine (or anything), the best kind of bath is the "dry bath" method. Take some baby cornstarch powder (NOT baby powder: nothing with talc!), and rub it into the fur. It will absorb the liquid. Then use a soft brush to brush out the powder.
If you need to give a wet bath, give a spot bath with a cloth: don't immerse the rabbit in water.
