The "garbage" like dead plant and animal parts would build up, and nitrogen wouldn't be returned to the soil eventually killing everything. And fairly quickly too. We would not have enough food because there is alot of waste that is being left by living things. Without food and clean air to breath in, we will die. That is why we should not kill animals and decomposers for meat and food or else there will be very little of everything and we will die.

I will answer this question on the basis that you know what a food web is. Well, for those who do not, it is a food chain but encompassing a system rather than focusing on an organism.
The ultimate source of energy would be PLANTS! Plants that can generate their own food through nutrients from the soil and with aid from water and sunlight all of which being non living things and thus we conclude as herbivores eat plants and carnivores eat herbivores and other carnivores and plants who generate their own food eat none of the above they are the ultimate source of energy that you would consider in a food web.
I am not sure you would consider sunlight as part of the food-web and thus conclude that the sun is the ultimate source of energy, but from what I learnt when I was younger was that PLANTS are the ultimate source of energy.

How can a predator population decrease but the prey population stay the same?
Even if a prey species reproduces incredibly fast ,this will just mean more food for the predators. More food for predators usually translates into more predators and more mouths to feed.
If this doesn't balance out the predator or the prey species die off but if it does balance out it is usually because the predators need a lot of time to find the prey or actually eat them, like if they had to guard their meal against scavengers.
