In 1986 he became an internal Cadet and subsequently reached the rank he retired at. Merai once headed the infamous Police squad known as the Black Clothes squad. While at the helm of this group several allegations of corrupt practices and police brutality were leveled against him and his junior ranks. One such incident being the extra judicial killing of Shaka Blair of Buxton village. He was alleged to have close connections to certain high ranking officials in the PPP government. However he fell out of favor with the government after he was caught on audio tape negotiating a supposed drug transaction which he later claimed was a sting operation he was conducting on behalf of a foreign law enforcement agency. Strangely he was never disciplined for this infraction but was posted as the commander of a police division. To most it seemed to be a reward and not a demotion. He lives in a virtual mansion in an east Georgetown ward with is family.
