in multiplayer they respawn by themselves, but in forge press up on the dpad and press "x" and use right bumper to go to vehicles and find 'scorpian' press 'a' then 'a' again to put it down. in campaign, it comes when people deliver them, which happens only twice...you should know this...READ THE MANUAL AND BE NORMAL!!!!!

You can carry it around all the time if you want, but you don't need to. once you got the hold of one, you can activate it by pressing x on the campaign page and the ones that you've found will be glowing. press on them and they will low brighter to show that they are in effect.

In my opinion, it's only a matter of time. Maybe a year or so, till the h3 hype dies down and they can profit more by selling it for the PC without it taking away from 360 sales.

Do you have to be on legendary to get skulls on Halo 3?
Yes, you must be on Legendary. What I like to do is create a separate profile with which to get each skull. Go through the level until you get to the checkpoint right before the skull, save, and quit. Never use that profile for campaign again. Now, all you have to do is go to that profile, resume campaign, pick up the skull, and quit the game. Once you pick up a skull, it is active for ALL PROFILES, and ONLY IN CAMPAIGN. I recommend switching to your main profile after picking up the skull. The only way to turn the skull off is to turn off your xbox.

Its not an achievement, its a silver skull. On the mission "Crows Nest" (the part where the bugs are coming from the pipes after you drop down and Cortona talks to you, at the end at the edge), you will notice that you can go underneath the walkway you were just on. The skull is at the back of that passage.
