Excel shotguns were made by Crescent, Crescent-Davis, Iver Johnson, and J. Stevens. If it was made by one of the first two, the number probably isn't a true serial number and the exact age cannot be determined. There are a couple of experts who MIGHT be able to place one of the other two into a range of +/- 5 years.

I, too, have a .32 IJ 1900, and, as such, I have done a bit of research. They were produced in significant numbers in the early 20th century, primarily as cheap, reliable knock-around guns. Average price seems to be between US $50 and $150, depending significantly on condition. Good luck finding anything about serial numbers, though, if they are sequential, your's significantly outdates mine. My particular example was my great grandfather's, and he used it while on his tractor in case of coyote interference (I doubt that it was ever heavily used). Mine sat in a granary for at least 35 years, and, apart from a rusted spring, is still in working order.

The Enforcer pistol was basically a scaled .30 cal M1 rifle legally sold & registered as a pistol. They were made by both Universal and Iver Johnson.
The Iver Johnson had a stock that was grooved out at the right of the bolt for the addition of an M2 auto sear that the Universal did not have and the IJ bolt grouping was more "auto convertible" friendly as well. The IJ was often sold in a full auto version to Law Enforcement agencies.

Neither the Standard Catalog of Firearms nor the Blue Book of Gun Values lists any revolvers under Richland, only shotguns imported from Spain or Italy. Judging from the values these two references assign to the shotguns sold by Richland, I would suspect that they are rather utilitarian. They should work well but not be particularly well-finished or highly decorated. I would assume that any revolvers they imported would be of similar quality.
