He says he is as unconstant as the North Star (which never moves) and when the conspirators persist he asks them if they are trying to lift Olympus (home of the Greek Gods) so this kind of strikes a question in your head. Is he considering himself a god? One may say this because he continues as to say that their begging may move or influence regular men, men who are of flesh and blood!!!! Is he not of flesh and blood?? How do the people still support him?? This is the part where we see Shakespeare accumulating sympathy for the conspirators because you kind of feel bad for them since all they are doing is begging to let Mettelus' brother out of jail. But we see Caesar's stubborn character and his cocky perception of himself and how conceited he really is...which just gave them more reason to kill Caesar.
Julius Caesar was man and therefore not God. However this view is only from our perspective, some 2000 years after Caesar's death. In his own time Julius Caesar was considered a god with temples and shrines dedicated to him. So in his own time he was a god, but in our time he was a man.
