It depends. If you prefer to know every bit of the story, then I would strongly recommend playing Kingdom Hearts Chain of Memories* before playing Kingdom Hearts II. It is not completely necessary, however, due to the constant recap and explanation throughout the series.
Most would consider Kingdom Hearts Chain of Memories a filler, or a side-game, but it does have some important content, such as the introduction of Organization XIII, as well as the reason why the characters are where they are at the start of Kingdom Hearts II.
