The slave states of the USA had both poor and rich white people. and the poor whites were still considered far more valuable then the black person for no other reason then this line had to be followed as part of the scheme in which slavery was made to seem acceptable. However after slavery came to an end the wealthy whites that were sponging of the backs of slaves became less wealthy because they had to pay for labour. there were a huge number of unemployed ex slaves that were desperate to work at any price just to keep some meat on their bones. the result was that now the gap between slaves an uneducated whited had closed considerably. this bred resentment after all these people had been told that they were superior because they were white but they could not find work any more. Under these circumstances it is never difficult to start an organisation based on hating a particular group or groups of people. It is the same sort of thinking that is encouraged by politicians in saying that the people that belong to one nationality are in some way better then those of another.
