First of all, it combined live action with trick photography and cartoons- someting worthy of the Disney studios. It was set in the past in a real country- somewhat oddly actress Julie Andrews starred in this- and also the Film ( not stage) version of the Sound of Music, which was clearly too political-religious for the Moustro. There were other Disney films set in foreign countries- Emil and the Detectives, for example but Poppins popped-off in a positive manner! It was a musical comedy- not really a Disney forte. P.S I did not like it and thought it had , of all things, communistic overtones- Mary and Bert being pro-lower classes and anti-Banks and defence, or so I got the drift.
