It sounds like your stove is missing a ground wire. Sounds like one of your elements has shorted to ground. Shut the stove off at the breaker and get a qualified electrician to look at the problem. For you to get a shock you must have had your other hand on the stove or you are standing on a grounded medium. (eg concrete floor.) DO NOT USE THE STOVE.
