That said, if you have your heart set on a pet painted turtle, there are a few things to keep in mind. All pet turtles require extremely clean water, although they are naturally dirty creatures. They must have UVA and UVB lamps. The bulbs are somewhat expensive and must be changed annually. Turtles need a source of steady heat. Although they can hibernate outside, they cannot survive long term at a chilly (60-74) temperature. Turtles can't just be fed "turtle pellets." They need at least some live food, plants and some prey. They must have an appropriate basking area. They require an excellent filtration system and regular cleaning. Most importantly, they need a BIG tank or pool. Personally, I believe it is downright cruel to keep an adult painted turtle in any enclosure less than 75 gallons. It's the equivalent of you being kept in a closet for your entire life. My turtle's tank is 150 gallons. This weighs a lot.
Finally, if you really want a painted turtle, please consider rescuing one. They live a long time, upwards of 40 years if they are properly cared for. One can often find free turtles on craigslist and various rescue organizations.

Honestly I would say ball python. Their enclosures need not be anything larger than a 30 gallon tank when fully grown, they only eat about once a week, defecate less, and don't need an expensive uv bulb. Ball pythons hardly ever bite and a very docile, and their upkeep is simple and inexpensive.
However, russian torts are pretty fun. It's nice that they are diurnal, and if you are squeamish about frozen/live mice a tort is for you. Typically they need a large cage, preferably a tortoise table; and they have to have those awful uv lamps.
Russian tortoises are more time consuming and will end up being more expensive, but it's really up to your personal preference as they both make great beginner pets. Having owned both, I'd say ball python but it's up to you. If you haven't already, do a little research on all of them and then make your decision. :)

I have 2 baby Eastern Painted Turtles. I have had them since they were just hatchlings and now they are just about 1 year old. Painted turtles always need water! You should provide your turtle with a land area and a large swimming area, as well as a basking area. Painted turtles like to dig and will actually bury themselves completely underground. Make sure you provide them with a land material that they can burrow in. Don't be afraid if you don't see them for a day or 2. (Being buried for extended periods of time however, will deprive your turtle of nutrients from the UV light as well as from food sources.) For example, I have a 20 gallon long tank. It measures 36" x 18" x 18" (LxWxD) One third of the length is a dry land area about 10" deep and the other two thirds is a water area. The turtles spend more time in the water and barely ever go on land. I provide a dock for them with a basking lamp above it to stimulate the sun. They love to bask together on their dock. Also, UVB rays are necessary for turtles to absorb calcium and other vitamins, so you must have a UVB light for them and you cannot have it behind glass because the glass refracts many of the UVB rays. Painted turtles are aquatic turtles and eat, swim, sleep, and poop in the water. Try not to feed your turtle in its tank because you will make a lot of maintenance work for yourself.
