Most importantly, they need a BIG tank or pool. Personally, I believe it is downright cruel to keep an adult painted turtle in any enclosure less than 75 gallons. It's the equivalent of you being kept in a closet for your entire life. My turtle's tank is 150 gallons. This weighs a lot.

Finally, if you really want a painted turtle, please consider rescuing one. They live a long time, upwards of 40 years if they are properly cared for. One can often find free turtles on craigslist and various rescue organizations.

Honestly I would say ball python. Their enclosures need not be anything larger than a 30 gallon tank when fully grown, they only eat about once a week, defecate less, and don't need an expensive uv bulb. Ball pythons hardly ever bite and a very docile, and their upkeep is simple and inexpensive.

However, russian torts are pretty fun. It's nice that they are diurnal, and if you are squeamish about frozen/live mice a tort is for you. Typically they need a large cage, preferably a tortoise table; and they have to have those awful uv lamps.

Russian tortoises are more time consuming and will end up being more expensive, but it's really up to your personal preference as they both make great beginner pets. Having owned both, I'd say ball python but it's up to you. If you haven't already, do a little research on all of them and then make your decision. :)

Also, UVB rays are necessary for turtles to absorb calcium and other vitamins, so you must have a UVB light for them and you cannot have it behind glass because the glass refracts many of the UVB rays. Painted turtles are aquatic turtles and eat, swim, sleep, and poop in the water. Try not to feed your turtle in its tank because you will make a lot of maintenance work for yourself.
