Not sure about painted turtles, but we used to have boxer turtles and we kept them in a large tank with rocks, sunlight and a hollowed out stone that they could crawl in to. The water level was 2cm above the turtle's highest point because their shells started drying up and shedding if it wasn't covered completely with water. When cleaning everything, we always put them in an ice cream container and KEEP THEM SUPERVISED!* , then took out the rocks and scrubbed them with an old toothbrush, and we emptied the tank of water except for a few centimeters at the bottom, because otherwise the turtles feel too clean, so to say, scrubbed the sides so that they were clean, rinsed them and then filled the tank to the right level with room temperature water. Then we put the turtles back in again. You may want to add a large branch or a live plant in to the water, and we bred guppies to feed our turtles with.
