When you go through the route outside the cave, you usually reach a cave that has ladders going up and down. Up leads to the safarii zone. Down leads to the sea. Surf all the way west until you can't surf anymore. Check to see if you can surf in between some rocks. When you reach the very west, there will be a place where you can use rock climb. Go to the top, and there will be a guy standing there, to inform you that that cave used to be the embedded tower. Go in, and you can battle GROUDON.
