that's because it does not work on ruby! This only works for Emerald ONLY and if you have Ruby or Sapphire, use fly in the middle of the room.
First, get your hands on a Relicanth, Wailord, and a Pokemon knowing Dig. Go to Pacifidilog Town and Surf west. With careful planning, and some luck, head right into the currents. If you get lucky, then you should end up in a place where you can use Dive. Now follow the underwater trail until yo reach some braille then resurface, and you will end up in an abandoned tomb. Head to the north wall read the braille, Dig, and head to the back. The wall has braille on it . It says "First comes Wailord last comes Relicanth." Put Wailord at the front of your party and Relicanth at the back. Press A when you do this, and there will be an earthquake. There are now three open doors around Hoenn.
REGIROCK
Now go to the desert north of Mauville. The desert has a southern part, and at the very bottom, there is the tomb that Regirock is in. Once inside, "read" the braille and walk 2 steps left and then 2 steps down. Use Rock Smash, and the door should open. Inside is a Lv40 Regirock waiting.
REGICE
Go to Dewford and surf North. At the end, there is an island with a cave. Go inside! "Read" the braille and run exactly around the outmost perimeter of the room starting and finishing at the braille. The door will open and Regice is at Lv40 and waiting.
REGISTEEL
Fly to Lilycove and go west until you have to go north, and go up the stairs. When you get to the top of the platform, go north. "Read" the braille and go to the center and use Flash. There lies a level 40 registeel waiting.you need a RELICANTH and WAILORD to get it.i forget where the tomb is but REGIROCK's is in the desert and REGICE's is just a short surf away from Petalburg forest. Registeel's is at route 120.Items you will need: Surf, Dive, Dig, and a lot of time
You have too first go too Picifilog town (or something like that) then go left and you will find the ocean current, then find the 1 place you can dive (not the 1 with rocks around it, you can never get in that) once you find it you will need a Wailord and Rechnath, and a Pokemon with Dig. Then go to Fortree and go left the down of it and the BIG rock with 6 little rocks around will be open! Oh and save before you battle any legendary, then if you accidentally klll him, shut the power and he'll be there again!
After you open the 3 ruins, go to fortree city. Go down, until its stop raining, walk a little more and then you will see the ruin and a man near it. Read the braille, and go to the center of the room. Use flash, and a door will open. In it, there is registeel level 70. hope I help you.
