In the US, the purpose of the two party system is to organize people into one or the other political party's basic belief systems in order to create or support issues that pertain to making legislation or for the purpose administering laws. There are no strict guidelines for membership in either of the two main US party's. Depending on the issue at hand, a Republican might vote for a bill or support a law created in the Democratic party. What has developed in the two party system is a vast "middle ground" by which independent voters and actual party members can agree or disagree on. When it comes to major election, for example, one goal each party has is to appeal to the so-called independent voter. This is the reason that a Democratic candidate can win a national election for the office of the president, when only four years earlier there was a Republican US president. When this happens, it does not mean at all that political ideas, or party positions have had a dramatic turn of events within the American population. The issues of the day, war and peace, more or less public spending on programs, personalities and even leadership skills can influence elections.

Hitler was able to manipulate them into believing that the Jews were responsible for there downfall. So they believed him and his propaganda. For the Germans it made sense and it helped them to rise into power again.

Hitler was a man who offered the German people hope and a way out of the oppression and aftermath of WW1. He tapped into the already existent but subdued Anti-Semitism to create a scapegoat for the German people. Someone they could blame for there troubles.
