Well We cant Compare both on placements.....I know that RTU Was Set up by Rajasthan Govt. in 2005 & it is a govt. university and PTU Was Set up In 1997 by for Punjab Technical Education....so as u can see PTU is having Atleast 12 Batches passed with good placements so I thik PTU is Better THan RTU.....But RTU is also having Best Govt. Colleges.

Yes migration is possible and you must have cleared d 1yr. and you must cleared all previous subjects(No supply).Then only you can migrate after 1st year . Another problem is of NOC(no objection certificate) which is not easily got.

Another option is to migrate university like from ptu to LPU . Then LPU will conduct a mapping of your courses decided by panel. If no problem is there you will migrated that's it.
