Run up to them and pay them off. (The game will prompt you what button to press). Go to the back and back there there will be 2 chests and 2 safes. The safes will give you instructions on how to open them. You may get a witness for any/all of these containers. Go up to them and pay them off.

If you have level three dead eye then if you press R1(PS3) or RB(Xbox) it will place a single X where the shot will land. If you aim for the head, you will gain fame.
