ok..in my experience there is not one only reason why this happen...

1st. if this air con have repair before or install a new compressor and the supply power is 3phase the reason why this happen is improper wiring.

2nd. what type of aircon? window type or split unit or centralize?

3rd. if the unit is split type.. there is a type of splite type dont have a filter drier.. that's why the discharge line make it cool.. there is many reason why this happen in air con..
