I think most foster children are considered to be in custody of the state. What you might want to do is if you want to get married that badly call your local Children and Youth Services, it might even be called Children and Family services. If you are underage and run away I think you could get in some trouble. If the other person is over 18 they definitely could get in trouble. Make the call before you do something drastic.

The police have the right to track you down, take you into custody and take you home. You're parents will be so worried about you and no one will trust you. If you are talking about yourself you should go straight home until you are 18. You must live with an adult until then and the police have no reason to worry for you when are an 'adult'.

request the appointment of a legal guardian other than the parent

Interesting question...your question assumes that the runaway is from an abusive home. Please first investigate this carefully. I am the mother of a Bipolar daughter who is a habitual runaway and will tell any kind of lie to stay out on her own. I know many kids come from abusive backgrounds, but many are also mentally ill and have families that love them.
