He struck a backroom deal with Samuel Tilden (the Democratic Candidate) and the Electoral College that if he were elected that he would end Reconstruction even though Tilden received more popular votes. However, Tilden knew that a Republican ending Reconstruction would carry a lot more weight than if a Democrat did and conceded him the presidency. True to his word, Hayes promptly ended Reconstruction (which led to the immediate establishment of Racial Segregation and the Jim Crow Laws).

A deal was made between Hays and his opponent to end the occupation of federal troops in the southern states. This deal stopped any movement by southern politicians to carry on providing for the newly freed slaves and set the stage that Southern African Americans to be discriminated against and kept second class citizens for another 100 years. Another decision that carried extreme results was his decision to make General Sherman in charge of the troops in the Indian wars. Little Big Horn had just taken place and the president had to send troops into Native American lands. Sherman had a philosophy of total war. It had worked for him in civil war and so he decided that he would use it again against Native Americans. The most important food source in the plains was the buffalo. He decided to kill the buffalo herds and hired people to do just that. Bill Cody killed over 5,000 in a few months. That's where his name Buffalo Bill Cody came from. Sherman succeeded in killing the herds and that in return killed the Native Americans. These two decisions set the tone for Native Americans and African Americans that effected them into modern history.
