It's been reported that Jasin and Brad were "let go" and relived of their duties (fired) by the bands management following recording Us and Them, the bands second album. According to articles and blogs written by Jasin and Brad, there was a lot of tension between the band members during the recording of Us and Them and then following the record being released, the bands management (not even members of the band) called Jasin and Brent and told them they were not in the band anymore.

The song could be a referance to the feelings the David Berkowitz had during his murders, not direct quotes from his comments about the case but maybe just rewording. but keep in mind that is only a possibility. i've seen other comments saying that it linked to the war and political corruption.
