How long does it take to obtain your USPA license?

That depends on how long it takes you to make the required jumps and training for each jump.

Getting your A license (the first in a series of steps A - D) requires a total of 25 jumps. There are 19 "levels" that must be accomplished, typically one jump for each level. Each level for the most part works on teaching you an additional skill.

It took me about 2.5 months total to get everything done, many of the levels have a fair amount of ground prep so it's not like you could knock out all 25 jumps in a single weekend. It's nice to, for example, make it a goal to do over a summer.

On touch down, the decent rate is the same as any other parachute for obvious reasons.

As long as the airspace above that area is not restricted, you have the land owners permission, and it's not a demonstration jump in front of a crowd (requires more paperwork), then yes. You'll need to work with the FAA as well.

Clearance from the nearest FAA facility depends on what type of airspace you're jumping through. Only high altitude jumps above 18000 feet, jumps through Class B terminal aispace, and jumps within five statute miles of an operatiing control tower require an actual clearance.
