to test the effectiveness of the fertilizer, spongebob should place both plants in the same place and water them with the same frequency and amount. basically, the only difference between the treatment of the plants should be that one is watered with reqular water and the other is watered with fertilized water. that way, he will know that one plant grew more flowers than the other because of the fertilizer.
