There's no way to predict when a dog will have her first heat cycle. It can happen anytime from 6-8 months on average.

Spaying can be done at any age, but a female dog get some pretty significant health benefits if she's spayed before the onset of her first heat cycle.

If your cat tries to 'bat' the dog with his/her paws, see whether she bares her claws, if she doesn't then she feels threatened by the dog, and is trying to scare it off. If she does bare her claws she is annoyed at the dog and believes it is incrouching on her territory.
